I'd really like to see the word 'choose' in here, as an individual choosing how they respond (and being responsible for that choice) is really critical. I certainly think you believe an individual's choice is included in here, and implied, but I would like to suggest a re-phrase for the sake of black and white clarity:
Change 'The response to fear is either trust or control.' to 'The response to fear is a choice to either trust or control.'
